Special Education Division is responsible for the education of students with special needs through the Special Education Program. Education programs for students with special needs began before independence for students with special needs vision and hearing problems. Government involvement in the education of students with special needs vision problems began with the establishment of the Sekolah Pendidikan Khas Princess Elizabeth in Johor Bahru under the Social Welfare Department in 1948. While government involvement for education of hearing impaired children was started with the opening of the School of Deaf Children Federation in Penang in 1954. After independence, the government has extended a special education program to ordinary schools through the Special Education Program Integration (formerly known as the Program Mergers).
